Overall Job Objective

Job Summary

MAJOR FUNCTION: Skilled work in the operation of moderately complex heavy equipment. Duties also include the performance of manual laboring tasks.

Essential Job Functions

ESSENTIAL JOB FUNCTIONS: 
1. Operation of the following vehicles or equipment: dump truck, front-end loader, flatbed truck, tractors, bucket truck, water trucks, grabber trucks, back hoe, sweepers and other equipment as required by the Road & Bridge Manager or his/her designee.
2. Occasional operation of smaller or light equipment and other no-trim, and powered machinery such as cement mixers, air hammers, compressors, pumping equipment, saws, weed eaters and other similar equipment.
3. Operation of heavier equipment on a temporary, emergency or trainee basis.
4.  Performs manual labor tasks such as frequent shoveling, raking and loading materials by hand.
5. Performs related work as required.
 
KNOWLEDGE, ABILITIES AND SKILLS NEEDED TO PERFORM THE ESSENTIAL JOB FUNCTIONS OF THE POSITION:
Knowledge: 
1. Knowledge of the operating characteristics of medium and heavy public works equipment.
2. Knowledge of the component parts, operating principles and maintenance needs of medium and heavy equipment.
3. Knowledge of traffic laws and other regulations governing the operation of equipment.
Abilities: 
1. Ability to accept directions and constructive criticism from supervisors. 
2. Ability to understand and carry out oral and written instructions.
3. Physical strength and agility sufficient to operate equipment over rough terrain.
4. Ability to perform manual labor occasionally under adverse weather conditions.
5. Ability to work constantly outside under adverse weather conditions of cold, heat, humidity and rain.
Skills:
1. Skill in establishing and maintaining effective working relationships with the public.
2. Skill in establishing and maintaining a team environment with fellow employees.  
 
ESSENTIAL PHYSICAL SKILLS: 
1. Constant walking, standing, use of both hands, fingers and legs.
2. Very frequent light lifting of 30 lbs. or less.
3. Frequent heavy lifting of 50 lbs. or more.
4. Very frequent lifting of 30 lbs. or less reaching above shoulders, kneeling, bending and squatting.
5. Good hand/eye coordination.
6. Good vision and hearing with or without correction. 
  
WORK HAZARDS: 
1. Driving in heavy traffic, in all types of weather conditions. 
2. Working in public areas under an environment of pedestrian and vehicular traffic while in close proximity of other workers.
3. May be required to work with chemicals.
 
SAFETY EQUIPMENT USED OR NEEDED: Work shoes, work gloves, shield cap, safety vest, safety glasses, hard hats and back support belts. Vehicular seat belts to be used at all times.

Qualifications

EDUCATION:   Graduation from high school or trade school or possession of an acceptable equivalency diploma. 
 
EXPERIENCE: One (1) year experience in the operation and routine maintenance of the type of moderately complex heavy equipment. Final decision of appointment to this job will be based on the applicant's ability to physically operate, drive and perform the manual labor tasks described herein. A comparable amount of training or experience may be substituted for the minimum qualifications.
 
LICENSE, CERTIFICATION OR REGISTRATION: 
 Must have a minimum of a valid Florida CDL Class B Driver's License with a tanker endorsement as a condition of employment.
 Must maintain a good driving record.

Driving Position – Operating County vehicles and/or equipment is a primary function of this position.
This is a union position.
PRE-EMPLOYMENT SCREENING: This position requires a physical, drug testing, driver's license verification and level 1 background screening.
